Want to work abroad, but foreign language training is expensive? Check out Assam’ CM-FLIGHT Scheme, a new opportunity for eligible youth interested in pursuing pre-departure training.

Foreign language courses and examinations can cost candidates lakhs of rupees. When you factor in skills training and placement assistance, seeking employment abroad can seem overwhelming or out of reach.

What Is the CM-FLIGHT Scheme?

CM-FLIGHT is short for Chief Minister’ Foreign Language Initiative for Global Talent. It is an initiative by the Assam Government that offers language training for international employment.

The scheme covers Japanese language courses, skills training, and job search support for employment in Japan. It aims to create a pipeline of young Assam workers able to meet Japan’s workforce demands.

After initially announcing the program in January 2025, Chief Minister Dr. Himanta Biswa Sarma met with business partners in Japan to discuss opportunities for employment. Similar partnerships have continued through events like Advantage Assam 2.0.

CM-FLIGHT Scheme Benefits: Up to ₹1.5 Lakh Support

The biggest attraction of CM-FLIGHT is its financial support for eligible candidates.

₹1 Lakh Language Training Support

Assam will provide Foreign Language Training- cum-Implementation Partners (FTIPs) with ₹1,00,000 per eligible candidate. FTIPs are partners approved to provide Japanese course training.

₹50K Post Placement Relocation Support

Candidates can receive ₹50k after being placed at a company in Japan to help with initial relocation expenses.

The combination of offers adds up to ₹1.5 lakh in government support per candidate. Learning Japanese for any extended period can be expensive. Japanese language tests like the JLPT also carry fees.

Who Can Apply for the CM-FLIGHT Scheme?

Candidates are generally expected to meet these conditions:

  • Be a permanent resident of Assam
  • Be between 18 and 45 years old
  • Be medically fit
  • Have a valid Aadhaar card
  • Be registered with an Employment Exchange

Candidates must also meet the applicable requirements of the destination country, employer and visa category.

How to Apply for CM-FLIGHT?

The application and candidate mobilisation process is being carried out through authorised training and implementation partners.

Interested candidates should generally:

  1. Contact an authorised CM-FLIGHT training partner.
  2. Check the availability of current or upcoming training batches.
  3. Confirm eligibility and required documents.
  4. Complete the registration and selection process.
  5. Begin language and skills training after selection.

Since the programme is expanding in phases, candidates should verify the latest application process before applying.

Why Is the Scheme Currently Focused on Japan?

Japan has labor shortages in key industries that they are looking to fill with foreign workers. Through CM FLIGHT, eligible candidates could receive Japanese language and skills training for free or partially subsidized.

Japanese Language Requirements: Japanese Language Testing Strategy (JFT-Basic) and Japanese Language Proficiency Test-N3, N4, or N5.

Potential employment sectors include:

  • Other eligible skilled industries

What Is Japan’s SSW Pathway?

Japan offers work visas to qualified international applicants through their SSW program. Foreign nationals from countries like India often apply to work in Japan under the SSW program.

Candidates must pass a Japanese language exam and skills exam related to the job they are applying for. The length of stay and some other conditions depend on the type of SSW category you qualify for.

Japan Work Visa advantages include helping candidates gain international work experience and potentially live abroad long-term.

CM-FLIGHT Scheme Latest Status

The inaugural batch for 2026 will include 180 candidates who will be allocated for training through three authorized CM FLIGHT partners:

  • ASEAN ONE Co. Ltd.
  • Jaceex Ventures LLP
  • Mirai Japanese Learning Centre

Activity has begun for accepting candidates in Guwahati, Dibrugarh, Jorhat, and other locations. The Government of Assam hopes to add more Japanese language training partners and foreign employment destinations in the future.

The Bigger Opportunity for Assam Youth

Although CM FLIGHT begins with Japan, Assam’ youth should keep an eye on international employment programs in the future.

Other states in India are also announcing similar initiatives.

The program’s goal is to make international jobs more accessible to Assam’ workforce. It is not a guaranteed job placement program, but rather aims to prepare candidates for global employment.
